Prof. PB Sharma, Director DCEMarching from strength to strength, Delhi College of Engineering, DCE is now poised to become “Delhi Technological University”. The historic decision to upgrade DCE into DTU has been taken by the Government of Delhi and an Act to this effect has been enacted by the Delhi Vidhan Sabha. The upgradation of DCE into a technical university provides the necessary academic and administration autonomy to empower DCE to march on the path of academic and research excellence, as also to accelerate the pace of innovations.
DTU, with the brand image of DCE and its glorious past, thus marches on to create new horizons in the arena of technical education and research in the country. This is a historic moment and calls for celebration by the DCE fraternity spread the world over. With the upgradation of DCE into DTU we have now a much greater responsibility and certainly a greater accountability along side with freedom to excel and serve the interest of the talented community, industry and the society.
As per the DTU Act, Delhi Act 6 of 2009, the DTU will be a non-affiliating teaching and research University focusing on “growth with quality”, offering new programs in emerging areas of engineering and technology, ensuring synergy between science and engineering, will attract the very best and qualified faculty in its fold and contribute effectively to cutting edge technology development and world class innovations. The DTU thus aspires to be a world class University in Engineering, Technology, Applied Science and Management education and research. As per plan, four new B. Tech programs (with 240 annual intake), 7 new PG programs (18 seats each) and 50 scholarships for PhD including 25 Teaching-cum-Research Fellowships will be offered from the current academic session (2009) itself. Further expansion of education and research programs will take place in the years to follow. The total student strength in DCE, now DTU, will be almost 3 times of its current student intake with the addition of new programs including dual degree programs and integrated Master’s programs in the next 5 years.
Well the upgradation of DCE into DTU is very well received throughout the country and even abroad. DCE as DTU stands committed to foster technical education and research excellence backed by a quality conscious work culture devoted to serve the talented student community, the industry and the society. It is a historic moment in the history of this great institution and is a moment of pride for all of us in the DCE family.
We are grateful to the Govt. of NCT Delhi, specially to the Hon’ble Chief Minister of Delhi and to her Council of Ministers for bestowing this honour to this premier institution. We are also indebted to His Excellency Lt. Governor of Delhi for the patronage provided to this pioneering institution to realise its dream of upgradation into a technological University.

Well as 2009 makes a happy begining we in DCE would like to expand our educational activities, strenthen our R&D base, increase the pace of our innovations and embark upon incubation of ideas and new product developement by strengthing the knowledge infrastructure of DCE. Our educational philosophy would be to create a synergetic environment for enriching the troika of education, research and innovation and to create panchamirit of academia, industry, R&D organiations govt and the society a reality in DCE campus.

Our dream is to make DCE a world class university of Science & Technology cum knowledge enterprise where the synergy between science and engineering creates the power of science intern help in developing the might of technology in an institutional campus environment.

I am sure we as DCE fraternity owe to our country and to the people of the world to continue to provide to the world highly capable engineering and technology professionals along with formidable support for scientifc and technological advancements. DCE Upgraded to DTU

Example frontpage imageDelhi Assembly unanimously passed a Bill on July 01, 2009 paving way for upgradation of Delhi College of Engineering to Delhi Technological University. Upgradation of the engineering college will open up new opportunities for expansion of technical education in Delhi as more courses are introduced as now it will be an autonomous university. New BE programmes in software engineering, automotive engineering, electrical and electronic engineering, engineering physics, aerospace engineering, medical engineering and nuclear science and engineering will be introduced soon. Courses on bio-technology, nano-technology, bio-informatics, computational mathematics and MBA in knowledge and technology management and information systems management would also be introduced.

Ques. We are confused about the name, has it been changed to DTU?
Ans. The Delhi Act to upgrade
DCE into DTU has been passed by the Delhi Assembly and has received the accent of the Hon’ble Lt. Governor of Delhi. However, the formal upgradation of DCE into DTU will come into effect only after the notification by the Government of Delhi to this effect as per the usual procedure. This may happen any time in the next few days.

Ques. We want to know something about the affiliation of college with DU, will the current enrolled students will get a DU degree?
Ans. The existing students currently enrolled with the DU shall continue to be enrolled with DU and will be governed by the same syllabi, course scheme and ordinances of DU as applicable to them as at present. The examinations for such students will be conducted as per the practice being followed in the previous semesters. Such students will receive the degree from Delhi University. The Clause 4(e) of DTU Act protects the interest of the existing students and their continuation with DU.

Ques. Kindly give some information about the increase in the number of seats and new branches added.
Ans.
Once DTU comes into existence and becomes operational, DTU shall launch 4 new B. Tech programs with 240 new intake, 7 M. Tech programs (18 seats each) and MBA in Knowledge and Innovation Management. In addition 50 Ph.D scholarships shall also be added including 25 teaching-cum-research fellowships. All this is as per the proposal for increase in intake this year, 2009-10 academic session under DTU.

imageQues. Will all the new branches and new seats be filled this year only or will this change be applied from next year?
Ans.
Yes, the new branches and new seats will be filled this year. The Modalities in this respect will be decided by the DTU authorities once DTU becomes operation. It is hoped that the new seats will be available from the current academic session.

Ques. Is any other college, under DTU? What about NSIT? Is it covered in DTU or it will remain affiliated to DU?
Ans.
The Act of DTU has the provision for constituent colleges and campuses under DTU. As far as NSIT is concerned it is not under DTU at the moment nor there is any plan as far as we are concerned.

Ques. If the changes are applied this year only? How will the seats will be filled, as there was no option for them in the application form?
Ans.
I have also clarified under Serial No. – 4, there will be separate advertisement for the new seats and these will be filled strictly on merit and through admission procedure as decided by the DTU.

Ques. Will OBC quota be applied this year?
Ans.
As far as the OBC quota is concerned, the matter is under active consideration with the Government of Delhi. The admission to OBC and other reserved quota such as SC and ST will be made on receipt of the Reservation Policy from the Government of Delhi.

Ques. Will the fee structure will go high, if yes then will it be applicable for all the students or only the freshers?
Ans.
It appears that some mischief mongers are unnecessarily creating confusion in the student community about the fees. DTU being the University established by the Government of Delhi will follow the norms for fee etc., as decided from time to time in line with other professional Universities such as GGSIPU. There is no proposal to increase the fees of the students who are already enrolled.

Ques. Will the syllabus will be revised? If so then who will study the new course?
Ans.
Yes, the DTU shall provide the updated and innovative curriculum to its students right from this year. The curriculum of BE courses under DU has not been updated for the last 20 years or so. DTU will ensure that curriculum of its UG/PG program is regularly updated and that the feedback from the students, faculty and our stakeholders is taken into account while revising the syllabus. DTU aims at providing curriculum in line with the very best technical Universities in the India and abroad. We firmly believe that in the new knowledge age, no University can afford the luxury of providing an outdated curriculum.

Ques. Will present students have to continue all the administrative processes like registration, examination, result with DU only or DTU will take care of the same?
Ans.
The existing students shall continue to be governed by the same course scheme and ordinances and procedures as was being followed in the previous semesters under DU.
